If it were just a problem, EWUA would have to solve it themselves.
But if it is a crisis, then the county and state will bail them out
using our tax dollars,
or grants.
"Grant" is just a polite word for tax money from years gone by,
it was not created by magic.
If the land bank buys land for a private company, I would consider it a
tax also.
This option was proposed, to purchace land for a large resevoir using
funds from the Land Bank.
