Preliminary reports have caused a concern that he Eastsound aquifer is
over subscribed.
A moratorium on exempt wells was considered. An alternative at the
county level
is to simply not allow exempt wells in Eastsound to be used as "proof
of water availabilty."
This would remove the incentive for landowners to drill exempt wells.

In contrast catchment systems are allowed by the county for single
family residences
while they "waive" the state requirement for a surface water
right. The hope is that an
agreement can be
reached with the state to legitimize the existing catchment systems.
The use of catchment systems can reduce the stress on the eastsound
aquifer by a factor of 10 to 1
for consumed water, and reduce the stress even more when the water is
used for irrigation.

The Orcas public schools are looking at ways to capture or store water
so they can water the sports fields during the summer.
